MSOE Audiovisual Center: Audiovisual Policy Manual
Contents
EquipmentAudiovisual Center equipment is
intended for use by the Milwaukee School of Engineering's faculty, staff,
and students. Equipment usage is limited to classroom,
course-related, and academic usage. Equipment is
to be used for educational uses only, which must be verified
by the AV Center. Recreational and/or extra-curricular
use of equipment and/or materials is prohibited.
Equipment Reservation
ProcedureEquipment availability is determined based on a first-come
first- served basis. Reservations for audiovisual equipment for classroom
use in unstaffed buildings is coordinated from the Audiovisual Center.
Faculty members at the time of reserving equipment are given an access
code to the secured area where equipment is stored. Reservations may be
made in person at (L-204), by calling the Audiovisual Center at (414)
277-7179, by completing an Audiovisual Center Audiovisual Support Request
Form, or by e-mail to krajnak@msoe.edu.
M.S.O.E. Audiovisual Rental Rates
Customers interested in borrowing MSOE audiovisual equipment -- but
who are not associated with MSOE (i.e., customers who are not
current employees, consultants, or students of MSOE) -- should read
and follow the procedures that are detailed in the
Campus
Room Reservations Policies and Procedures Document,
which includes information about AV equipment rental rates.
Contact the Audiovisual Center with specific questions about the
equipment rental policies.
Equipment DistributionEquipment
may be picked up at the Library's Audiovisual Center (L-204) between the
hours of 8:00 a.m. - 4:30 p.m. Monday through Friday. At the time of
check-out a validated school identification card or its equivalent must be
presented and a signature for the equipment is required. After hours use
of equipment is coordinated through the AVC, however, pick-up and return
of equipment is at the front desk of the Walter Schroeder Library.
Equipment ReturnEquipment checked out
from the Audiovisual Center is expected to be returned promptly after
usage. It is the responsibility of the user to return the equipment in the
same condition it was checked out.
Equipment MalfunctionAll
audiovisual equipment is tested prior to usage and after its return. Any
malfunction during usage should be immediately reported to the Audiovisual
Center Staff. Repairs are made by the Audiovisual Center.
Media Equipped Classrooms/Laboratories
Problems or questions regarding ceiling mounted LCD projectors should be
directed to the Audiovisual center by calling 277-7179. Every effort will
be made to resolve the problem as soon as possible.
Multimedia Presentation
ApplicationsEquipment for simplified multimedia presentation
applications carry specific usage restrictions. Equipment which carry
these usage restrictions include laptops, camcorders, and digital cameras.
Camcorders are to be used on-campus, for academic applications, and
returned within two hours. Laptops not used for classroom presentations
may be used in the Library for a maximum three-hour time period. Digital
cameras must be returned to the Audiovisual Center within 3 hours of
pick-up.
Borrower's ResponsibilityBorrower
assumes full replacement costs for lost Audiovisual Center equipment
and/or materials.
Viewing RoomReservations for the viewing room
(L-207) need to be made a minimum of twenty-four hours in advance. This
room is to be used for viewing in-house materials only. Any instructional
materials used as part of a course of study must be viewed with the
instructor present. Seating capacity 7.
Educational Resource RentalsFaculty
interested in supplementing instruction with non print materials should
contact the Audiovisual Coordinator for information.
Audiovisual SuppliesThe Milwaukee School of
Engineering's Bookstore is your source for the purchase of audiovisual
supplies. Blank CD and DVD discs, overhead transparencies, blank audio and video cassettes,
drawing easel pads, film, batteries, marking pens can be purchased through
the Bookstore during Bookstore operating hours. The Bookstore is located
on the third floor of the Student Life Campus Center, 1025 N. Broadway St.
CopyrightCopyright is a property right. A
copyright holder of a videotape or film program has a specific set of four
rights:
- Make or authorize copies.
- Prepare derivative works.
- Distribute copies.
- Authorize public performances or displays.
Definition Of Public PerformanceTo
perform a film and video at a place open to the public or at any place
where a substantial number of people outside of a normal circle of a
family and its social acquaintances are gathered.
The Face-To-Face Teaching
ExemptionThis provision under limited conditions does allow you to
use a videotape in class even if it hasn't been cleared for public
performance. However, this provision applies only to a classroom teacher.
The teacher is allowed to do this only if all five of the five following
requirements are met. The performance must be:
- Given by an instructor or a pupil.
- Take place at a nonprofit educational institution.
- Be part of a regular instructional activity. (Limited to when
instructor and students are in a face-to-face situation.)
- Take place in a classroom or a similar place devoted to instruction.
- Utilize a lawfully made copy. (A copy made under the authority of
the copyright holder.)
A face-to-face teaching exemption
provision rules out recreational or extra-curricular use of a videotape.
Fair UseFair use is a legal
provision which recognizes that certain uses do not require permission of
the copyright owner. Four requirements need to be met for your use to fall
into fair use. All four requirements must be met:
- Determine the purpose and character of the use.
- Examine the nature of the copyrighted work.
- The amount and substantiality of the portion used in relation to the
copyrighted work as a whole.
- Examine the effect of your use upon the potential market of the
copyright owner, as well as the present value of the work.
Off-Air Videotape RecordingThe
Audiovisual Center will perform off-air taping for faculty based upon the
"Kastenmeier Guidelines" which apply only to "off-air" taping when done by
a nonprofit educational institution. Applicable only to broadcast
programs.
An off-air recorded broadcast program may be shown once ten consecutive
school days after the broadcast date. The videotape may be used a second
time if educational reinforcement is necessary. The videotape may be
retained for an additional 35 calendar days and may only be shown for
evaluation purposes for purchase of long-term retention rights.
An instructor must request taping. Both the Audiovisual Coordinator and
instructor must be aware of the ten day cut-off date. After 45 days the
program must be erased.
The Recording of Individuals
Audiovisual Center equipment may be used to record a
live presentation, speech, interview, demonstration or
other activity by an individual or individuals
not officially
associated with MSOE only if the individual (or individuals)
has (or have) completed and
signed a Photo / Audio /
Video Presentation Release Form. Copies of the Form are also
available from the MSOE Audiovisual Center. Completed Forms are
retained on file in the Audiovisual Center.
For educational reasons only, Audiovisual Center equipment may be
used to record a live presentation, speech, interview,
demonstration or other activity carried out by a
student, staff person, or faculty person associated with MSOE.
The recording must be used for educational purposes only.
